I am so absolutely against a kick system. The potential for abuse is just staggering, and I don't see any compelling arguments that would justify the time and effort it would require to test and implement a votekick system. There are ways of dealing with idiots... you can just not heal them, or not rez them. I don't see a problem with powerleveling either. I've had many instances where people have left or idled (unintentionally, because RL pre-empts GW always) and yet I still finish the mission. Just because it says you need 8 people doesn't mean that you can't finish with 6... or 7... or 5.
Another thing: If I'm running to another town, I don't want the idiots in my group to revolt and suddenly decide that it isn't worth their time and just kick me from my instanced run out of spite. If people can't understand that I'm doing them a favor by unlocking a town for them, they shouldn't be able to kick me. You can ALWAYS just leave the group if you're dissatisfied with the members... I mean, I just don't see the necessity for a votekick function, at all. All I see is the potential for more abuse.
Besides you'd have to change item drop code to implement some of the suggestions you've raised... such as divining xp/loot chance by dmg. Hello? Healers don't attack. How do you measure their effectiveness? And if a person leaves, their loot is still allocated to them... the ownership relinquishes after a certain period of time if it is not claimed.
I've been in groups where they threatened to not heal me, or leave the group just because a rare dropped for me and I wouldn't give it for free to the party leader, who before then I had never grouped with or known before. So no. Majority does not rule for me. I could TOTALLY see this happening in mission with 7 out of 8 people being guildies... I vote a very adamant no towards this flawed suggestion.

Recruit Smartly..........Play with people you trust thats why there's a friend's list
I believe this kick system would have more negatives than positives.........also it would be time consuming for A Net to implement, their are other agendas I believe are more important to improve in this game

Vote kicking sounds like a very good idea and some of the opinions above are all very valid.
Here is one that may stop it being maliciously used.
Vote kicking is tracked to individual players. If they are seen to kick others more often than is necessary then they are locked out of the game for a set period of time, or they automatically get locked from the group in collecting items or XP.
Also, i liked the post where someone said about Great Items reserved for the player that gets kicked, goes with him as part of the unretrieved items, unless of course he has been seen to not be helping in attacking or killing any mobs, then his loot is spread between the others.
This could also work in the case of PC crashes or D/C. You come back online to see that those items were added to your account. I know i have lost a few good items due to my PC crashing or getting D/C.
Overall though, sounding some people out up front has worked for me also. Various people who don't listen or respond to chat before the mission starts, kick them. If they are unwilling to respond then, what are they going to be like in the mission, Gung Ho and getting themselves killed and then blaming the Monk and everyone else for there stupidity.

How about this:
After X amount of time a player cannot be kicked.
Again, I really don't see any good reason to kick someone at the end of the mission if they get the rares that drop for them. I think the only people that think it will be abused are the people that read what was brought to my attention about it.

Forget this "kicking" nonsense...
There should be no mercy for players that go AFK during missions.
GW should wise up and allow the party to PK the player during the mission then loot his body for everything he has!
